When Do I Need an ECC Exit Clearance?
The Emigration Clearance Certificate (ECC) is a document issued by the Bureau of Immigration certifying that you have no derogatory records, pending criminal cases, or unpaid fines in the Philippines. Without it, the airline will not let you board your flight, and immigration will not stamp you out of the country.
Who Needs an ECC and Who Doesn't?
❌ You NEED an ECC If:
- You are a tourist who has stayed for 6 months or longer.
- You have an expired long-term visa (e.g., you quit your job and your 9G visa expired).
- You are leaving the country permanently after holding an SRRV or 13A visa (requires a complex downgrade process first).
- You were born in the Philippines but are traveling on a foreign passport for the first time.
✅ You DO NOT Need an ECC If:
- You are a tourist staying for less than 6 months (even if it's 5 months and 29 days).
- You hold a valid, active long-term visa (like a 13A or active SRRV) and are just going on vacation abroad (you must present your valid ACR I-Card instead).
- You are a Balikbayan (former Filipino) who stayed less than 1 year.
⚠️ Where to Get the ECC: District Office vs. Airport
Strong Recommendation: Go to a regular BI District Office 1 to 2 weeks before your flight. Bring your passport, ACR I-Card, extension receipts, and 2x2 photos. The process takes a few days, and the fee is standard.
The Airport Trap: There is a BI office at NAIA (Manila) and other international airports that issues ECCs on the spot. However, it is notoriously understaffed, the queues are massive, and if the computer system goes down, you will miss your flight. Do not risk it.
🗣️ The Reality: What Departing Expats Wish They Knew
- Keep your extension receipts! The BI officer processing your ECC will frequently ask to see the physical receipts from your past visa extensions to prove you never overstayed. If you lost them, you may have to pay a "certification fee" to have the BI print your records.
- The ECC expires. Once issued, the ECC is only valid for 30 days. Do not apply for it 2 months before your flight; time it for the week before you leave.
- Children need it too. If your foreign-born child has been in the country for 6 months or more, they must have their own ECC, even if they are just an infant.
